Not really sure but I'm assuming its because its a bar. since its a bar they depend on making money from alcohol sales. and since they will not be making money off the under 21 crowd the slightly higher cover offsets it.

I know I myself am donating money out of pocket to this so it doesn't seem like a big deal to me to pay a couple of bucks more.
